Authenticate mw with Wikimedia Phabricator

Commands

• mw phabricator auth default — Select the default saved profile with –profile
• mw phabricator auth login — Login to Phabricator through the browser or an existing API token
• mw phabricator auth profiles — List saved Phabricator profiles without retrieving credentials
• mw phabricator auth remove — Remove a saved Phabricator profile locally
• mw phabricator auth status — Status of Wikimedia Phabricator authentication
